Many European nations have a government body that certifies translators in particular languages. In the United States, however, there is no such government body. What is generally called for is a notarized translation performed by a professional translator. You cannot do the translation yourself, even if you are otherwise qualified. The translator will attest to the completeness and accuracy of the translation in front of a notary, and include a signature with the translation.
